City Council approves new Walmart headquarters work - Arkansas Democrat-Gazette

BENTONVILLE -- The City Council on Tuesday night unanimously approved work associated with the new Walmart home office campus.

The council approved an agreement with the Walton Family Foundation to move power lines along Eighth Street from the intersection of Eighth and Main streets to the intersection of Southeast J and Southeast Fifth streets underground for $15,551,256. The work is in conjunction with the larger campus electrical upgrades and will be paid for by the developer, according to council documents.

The council also accepted an agreement with Ampirical for engineering for the electric upgrades required for the campus for $2,791,340. This will be paid for from three sources -- $1,911,907 from Walmart, $527,105 from the Walton Family Foundation, and $352,328 from the city, according to council documents.

The council also approved an addendum to the development agreement for the project.

Jake Feemster, fire marshal, in a letter to the Mayor Stephanie Orman and the City Council said, "Due to the size of the project and the impact it will have on staffing levels for building inspections, Walmart and city staff have agreed to allow for plan reviews and building inspections be performed by an outsourced inspection agency."

The agency will be approved by city staff and paid by Walmart, he wrote. Feemster's letter also said the addendum doesn't impact reviews or inspections of public infrastructure in the the project. The letter also states the Building Department will retain the authority to issue permits and certificates of occupancy based off the approval from the outsourced inspections and all other city departments.

The campus site is on 322 acres and is zoned heavy industrial, general commercial and high-density residential. The city's land use map shows the area as general commercial. The address is listed as 301 S.E. J St., according to planning documents.

The property boundaries can generally be described as Southeast 14th Street north to East Central Avenue, and Southeast J Street east to Southeast Moberly Lane, according to planning documents.

In June, the Planning Commission approved the preliminary plat for the campus. The plat is for the construction of infrastructure associated with the project. The commission also approved plans for the campus north central utility plant in June. Plans shows a 6,300-square-foot facility. The property at 301 S.E. P St. is 7.75 acres and is used to stage and park large tractor trailers, according to documents.

In other business, the council agreed to let Kirby Romines start as city clerk.

Linda Spence was city clerk until she retired in early July. Her term wasn't up until 2022. The position was placed on the Nov. 3 general election ballot. City administrative staff have filled the role since Spence left.

Romines was the only person to file and will be elected to a two-year term to begin Jan. 1. The part-time position pays $13,356 per year, according to the city.

Amending the land development code to increase the membership size of the Tree and Landscape Advisory Committee from five to seven. The council appointed Jessie Wagner and Gulizar Baggson to three-year terms on the committee.

• An agreement with Temple to buy three traffic video servers and waive competitive bidding. Temple is a sole source for the servers.

• A $191,200 budget adjustment for for enterprise remote access solution and computers.
